The City of Chicago’s Office of Underground Coordination (OUC) has set the dates and boundary where and when no street openings or traffic obstructions will be allowed for the 2018-2019 winter season. The moratorium starts Friday, November 16, at 4 PM and ends Wednesday, January 2, at 9:30 AM.
The Chicago Department of Transportation, where OUC is housed, also announced “all existing permits are revoked during this time and any special permit exemptions must be approved by CDOT and the Division of Infrastructure Management - Permit Section”.
Street openings must be closed and traffic obstructions must be removed during this time.
From January 2, 2019, when the moratorium ends, through April 1, 2019, snow removal and control rules apply.
The OUC can still issue emergency approvals as needed.
Where is the moratorium
The moratorium is in effect in the area bounded by Lake Michigan, North Avenue, Halsted Street, and Roosevelt Road (shown below).
